Why is there airports with no ICAO code?
Wikipedia says that airports that haven't got an ICAO code gets the code ZZZZ. Why is that?

Why are the letters I, J, Q and X not used in ICAO airport codes?
My bad: I meant the first of the four letters! First letter is never I, J, X or Q.
